Because when people are treated like dirt, it's like shaking up a soda. You don't see the effects until there's a shitton of pressure, but if it's triggered it'll pop-- There's a certain standard of living where an oppressive government gets paid back 10x what it made the people endure.
Not that something like that will happen in the US anytime soon, but the bastards in charge have to realize this-- So they can only do so much before they worry about the literal placement of their heads on their shoulders.
